Upgrade exchange 2003 in cluster to Exchange 2007   
I have topology 2 servers in cluster for back-end and 2 server in NLB for 
fron-end. How can better upgrade to Exchange 2007?

There isn't an upgrade path. You REPLACE your Front Ends and then you
create a new mailbox (back-end) server and move the mailboxes and
content to it.
The new Exchange 2007 CAS can be an FE to a 2003 mailbox
It doesn't matter what back end you're doing, be it SCC, CCR or
standalone with or without LCR, the CAS acting as the FE will work.
