We currently have a Windows 2003/Exchange 2003 active passive cluster connected via fiber to a SAN. I've had end users occasionally tell me that when they receive or send a message, their Outlook freezes for several seconds. This happens with both Outlook 2003 and Outlook 2007 clients. I'm pretty sure the problem has to be at the server since it is more than one user with the same symptoms. I've run Perfmon on the servers and don't see a performance issue. RPC-HTTP is not running. No hardware related errors. Not sure where to look. Please help. Thanks.

If you are seeing consistent spikes or numbers that don't get back down to zero in no time flat then bob's your uncle. If you see nothing then let us know.
The Log Record Stalls came back with minimal activity. A couple spikes to 20 and 35% and right back down to 0.
