Exchange Cluster Resources Fail to come Online   
I have just built a 2 node cluster with Exchange 2003 server. We have a 3 
domain forest. One of the other domains has an Exchange cluster installed and 
it is up and running fine. When I try to bring the cluster resources online 
on the new cluster it fails. I can see the virtual server installed in the 
exchange organization but the resources won't come online. I enabled maximum 
logging on the server and I have found these errors. The exchange cluster 
that is up and running is at a different site, in a different domain.

The default recipient policy cannot be found. SMTP virtual servers and 
HTTP-DAV virtual servers and virtual directories will not work properly

Metabase Update failed replication 5 times with error 80070490 (Element not 
found.). Please change the diagnostic logging level of MSExchangeMU to 
'minimum' or greater to find the source of the problem

Function: ScStartVM 

These cluster server have been rebuilt 3 times and were never a domain 
controller. Also verified the ASP.NET rootver is correct.

Does the cluster service account used has sufficient permission to read all 
the exchange information in the org? And, make sure you don't have any 
replication issue.

I logged on as cluster admin rather than exchange admin and could not see any 
of the servers in the exchange organization under the system admin. I had 
delegated control to the cluster admin (full exchange admin). When I checked 
security tab on the server the cluster admin was listed but no rights were 
assigned. I gave it full control to eveything and replicated the forest and 
domains. I still can't see anything under exchange system admin but I will 
give it some time to see if the server and other items show up.
