That error means that the outlook client was not able to:

1. Connect to the web distribution point to download the OAB.xml file and 
the other files if you are using Outlook 2007 with a web enabled OAB
2. Your outlook client was not able to find the OAB folders in your public 
folder store
3. You never had a OAB that generated so there is nothing to download
4. The information store your outlook client is on does not have an oab 
assocated with it.
