Error Mapi 1.0 [000004C2] on the work Outlook 2003 SP3 with Exchange 2003 SP2   

Error Mapi 1.0 [000004C2] on the work Outlook 2003 SP3 with Exchange 2003 
SP2
We have this error when starting outlook or check exchange account settings 
(mail settings in control panel).
Users can not work!!!
