Unable to open the free/busy information. Unable to directly book a resource for this meeting   
I am running exchange 2007 enterprise edition service pack 1. I have
about 12 resource mailboxes for conference rooms. 1 and only 1 of the
mailboxes has been randomly giving users "Unable to open the free/busy
information.  Unable to directly book a resource for this meeting"
when they try to book the room. Permissions are as follows.

Default - Reviewer
other network admins have owner rights
anonymous - None.

 I do not want users to be able to make changes to the calendars other
than changes to their appointments. the permissions on all of the
calendars are the same. We are only having issues with one calendar
though.

Have you tried opening that mailbox with Outlook with the /Cleanfreebusy 
switch?
