Problems retrieving data/sending emails   

Users on our network are reporting that when they open Outlook it
takes a while to retrieve the data and then when it finally connects,
when they try to send an email it sits in the Outbox for ages before
sending. This happens to all the users.

Can anyone give me any advice how to resolve this issue ?
