Messages being received in chunks then none then chunks   

Outlook 2000

The user is receiving e-mail in chunks and then none at all. They can come
in 5 at a time 20 minutes after they were supposed to be delivered (the
e-mail time stamp shows much earlier than they were delivered). Then
nothing - then 10 more.

I'm not sure where to diagnose the issue? Outlook, Exchange, elsewhere?
