Outlook 2007 certainly does - it's in the Rules Wizard.  I use it all 
the time.  You may have more success using a MAPI client than the POP or 
IMAP setup you've got now.

If it's urgent then you should call PSS (Product Support Services: 
http://support.microsoft.com) rather than waiting for volunteers in a 
peer-support forum to get around to answering you.
