Please allow me to confirm that my understandings are correct. As I
understand it, the issue is:
You have enabled anti-spam future on the Exchange 2007 server and created
quarantine box. Also you have forwarding enabled on old Exchange 2003 with
delivery to both servers. When you log in into the old server there are
about 30 junk e-mails in Junk folder, but on new Exchange 2007 server, some
spam e-mails do come into your inbox on the new server, but otherwise Junk
folder and quarantine e-mail box are always empty.
If I have misunderstood your concerns please feel free to let me know.
Before we go further, I would like to ask some questions to clarify the
current situation:
1. When you say you " have forwarding enabled on old Exchange 2003 with
delivery to both servers ", do you mean you have configured when user A on
Exchange server 2003 receive emails it will forward all of incoming emails
to another user B which has mailbox on Exchange 2007 server?
2. If so, please go on with the following suggestions. If the situation is
not so, please let me know the symptoms and situation in more details.
3. Are you using Outlook or OWA? If you are using Outlook, please also try
OWA.
At this point, I'd like you check if the spam confidence level(SCL) value
is the same on both Exchange 2003 server and Exchange 2007 server, because
the SCL configuration mechanism on Exchange 2003 server and Exchange 2007
server are different.
SCL Threshold Actions in Exchange 2007
In Exchange 2003, you configure a single action, such as delete or reject,
for a single SCL threshold value. In Exchange 2007, by adjusting SCL
threshold actions, you can escalate the content filtering action that is
taken on messages that have a greater risk of being spam. To understand
this new functionality, it is helpful to understand the different SCL
threshold actions and how they are implemented.
" SCL delete threshold When the SCL value for a specific message is equal
to or higher than the SCL delete threshold, the Content Filter agent
deletes the message. There is no protocol-level communication that tells
the sending system or sender that the message was deleted. If the SCL value
for a message is lower than the SCL delete threshold value, the Content
Filter agent does not delete the message. Instead, the Content Filter agent
compares the SCL value to the SCL reject threshold.
" SCL reject threshold When the SCL value for a specific message is equal
to or higher than the SCL reject threshold, the Content Filter agent
deletes the message and sends a rejection response to the sending system.
You can customize the rejection response. In some cases, a non-delivery
report (NDR) is sent to the original sender of the message. If the SCL
value for a message is lower than the SCL delete and SCL reject threshold
values, the Content Filter agent does not delete or reject the message.
Instead, the Content Filter agent compares the SCL value to the SCL
quarantine threshold.
" SCL quarantine threshold When the SCL value for a specific message is
equal to or higher than the SCL quarantine threshold, the Content Filter
agent sends the message to a quarantine mailbox. E-mail administrators must
periodically review the quarantine mailbox. For more information about how
to manage the spam quarantine, see Configuring and Managing Spam
Quarantine. If the SCL value for a message is lower than the SCL delete,
reject, and quarantine threshold values, the Content Filter agent does not
delete, reject, or quarantine the message. Instead, the Content Filter
agent sends the message to the appropriate Mailbox server, where the
per-recipient SCL Junk E-mail folder threshold value of the message is
evaluated.
" SCL Junk E-mail folder threshold If the SCL value for a specific
message exceeds the SCL Junk E-mail folder threshold, the Mailbox server
puts the message in the Outlook user's Junk E-mail folder. If the SCL value
for a message is lower than the SCL delete, reject, quarantine, and Junk
E-mail folder threshold values, the Mailbox server puts the message in the
user's Inbox.
For example, if you set the SCL delete threshold to 8, the SCL reject
threshold to 7, the SCL quarantine threshold to 6, and the SCL Junk E-mail
folder threshold to 5, all e-mail with an SCL of 5 or lower will be
delivered to the user's Inbox.
As you plan and deploy your strategy for adjusting the SCL threshold, it's
important to understand that the Content Filter agent and the SCL Junk
E-mail folder process the SCL threshold value differently. The Content
Filter agent takes action on the SCL threshold value that you configure.
The SCL Junk E-mail folder takes action on the SCL threshold value that you
configure plus 1. For example, if you configure the Delete action to an SCL
of 4 on the Content Filter agent, all messages with an SCL of 4 or greater
are deleted. However, if you configure the Delete action to an SCL of 4 on
the SCL Junk E-mail folder, all messages with an SCL of 5 or greater are
deleted.
Therefore, please check and configure your SCL value on your Exchange 2007
Edge role server.

By the way, you may try to create two new user account with mailbox, one is
on the Exchange 2003 server, the other is on Exchange 2007 server, and try
again to forward mails to both of them at the same time and see if junk

I uncheked delete and reject and put 9 in qurantine.
From my understanding all spam should now go to qurantine box, but it's
still empty.

However, at this point, I would like to confirm with you:
1. How did you "have forwarding enabled" on the old exchange 2003? and how
did you forward incoming emails to delivery to both servers?
Do you mean you set the Automatic Forwarding property for certain user in
AD Users and Computers to forward all incoming emails to another domain
user?
2. Did you use the Forward rules in Outlook on a user's client computer to
forward all incoming emails?
Please understand, by default the Outlook rule only forward emails in Inbox
folder , not all incoming messages to other people. Therefore, if you
configure Outlook rule to forward emails at client side, Outlook will not
forward bad/junk emails to other peoples to neither Exchange 2003 user nor
Exchange 2007 users.
Therefore, we need to clarify how you configure the "forwarding" first.

I did it in AD users and computers.
Forward to another user at a different e-mail with keeping originals.
There is NO outlook rules setup for this.
Right now on my exchange 2007 at Hub transport I have set:
Quarantine checked with number 5 and delete/reject are unchecked.
If I understood the levels correctly I should be getting a lot of spam, but
my quarantine box is empty and junk mail folder same.
In my old server I have about 10 junks per day.

Thanks for clarification. However, there are still further information we
need to confirm:
1. Are the Exchange servers in the same Exchange organization?
2. What's the message routing path for incoming mails? Exchange 2007 first
or Exchange 2003 first?
3. Has the Exchange 2007 user turned on junk mail filtering? (This is a per
user option that must be turned on through OWA), details steps:
a. Use the Exchange 2007 user to logon his OWA, then click
to open Options;
b. Click on Junk E-mail, then make sure the following
checkbox is selected:
"Automatically filter junk e-mail" , select this box;
"Treat all e-mail as junk unless it comes
from someone in my Safe Senders or Safe Recipients lists, or from senders
in my organization", select this box;
c. Also, make sure the "Safe Recipients List" is empty so
that junk emails will not be delivered into Inbox.
By the way, please let me know if the Exchange 2007 user get all forwarded
emails normally only except spam junk emails? Or he can receive the

Answers:
1. Different organizations but on the same LAN.
2. 2003 first
3. On OWA and Outlook automatic junk selected.
4. On 2003 in AD it set to forward everything to another e-mail and keep
originals.
It forwards everything except for the one that end up in junk folder on 2003.
If a spam e-mail gets into inbox on 2003 it will appear in 2007 inbox also.
If it gets into junk on 2003 it will not appear anywhere on 2007 (inbox or
junk or quarantine box)

I shutdown old exchange 2003
Everything is on 2007 now.
I do get about 10-15 a day at quarantine box, and maybe 1 in my junk folder
so looks like it works.
It still less then it were on 2003.
But I see there are e-mails that shouldnât have gone there. Theyâre from
legitimate sources, and at least should have appeared in my junk folder.
What do I need to do to fix it?
My SCL levels are:
Delete -9
Reject -8
Quarantine -7
Another question how do I get e-mails from quarantine to the users?
