Exchange 2007 - New users not recieving external mail   

Hi,

We have Exchange 2007 SP1 running on Server 2003 X64 SP2.

When I create new users/mailboxes they are unable to recieve external
email, internal email is fine.  There are no messages bounced back to
the sender, they just dissapear.

The really funny thing is that when an email is sent to a new user and
is CC'd to someone else in the company it will arrive at the new users
mailbox but if there is no CC then the new user doesn't recieve it????

I checked the message tracking logs and other than FAIL it gives me no
relevant info.

We currently have 110 users on 1 Mailbox Database, this seemed to
happening when we got to about 108 users.

This has me stumped, any help would be grately appreciated.

just to be more clear, I have had no problems up until we reached
about 108-110 users, any mailbox created before that functions
normally and recieves external mail just fine.
