OWA disable for new user creation   
When new user creates OWA default is enabled. Is any way using GPO or
with other solutions disable OWA for new create users?

When creating a new user, you could simply copy an existing (or template) 
user account for which OWA is disabled, I believe.

Well it works only focus on OWA but we are giving majority to focus on
security groups as templates.

Sorry, I don't understand.

I don't know how you could do this via group policy or anything else, sorry. 
But when you post, always include your version and service pack level of 
Exchange, as it nearly always makes a difference.
