Delivery Receipts in Chinese Language   

We use Exchange 2007 over Windows 2003 Server.

Sometimes users receive Delivery Receipts in Chinese.  I have checked all 
the language options, in PCs Control Panel as well as Outlook.  But, 
everywhere it is set to English (US).

What might be the mismatch?  What might be the problem?
