Windows Mobile Active Sync doesnt work, says account has no
permission, other accounts work, where do I set permissions?

Recently I we had our Windows SBS server 2003 network setup to have
active sync over the air working. I tried it on some windows mobile 6
HTC Touch phones, works fine.
I tried to then set it up on a Mio Digiwalker windows mobile 5 device,
and it worked fine when I put in my username and password, however
whenever i try someone elses (like the user of the phone) it does not
work, it says
your account in microsoft exchange server does not have permission to
synchronize
I can't see anything in our server that has different permissions per
user in regards to this, the server account in active directory is
allowed mobile access etc
can anyone shed some light?
