Users getting a message admin made some changes and Outlook needs restart   

Hi,

Some users are reporting that their Outlook clients pop up a message about 
"Admin has made some changes and Outlook needs restarting"?  As far as we 
know, we didn't make any system changes to Exchange.  What would trigger the 
pop-up?
