The UceArchive folder gets created when the first email with a SCL above
gateway threshold is received.

How are you checking rating on messages? IMF does not insert SCL values in
message headers, subject or body.
It is a MAPI property of the message. Here's how it can be exposed in
Outlook:
Exposing SCL (Spam Confidence Level) in Outlook

If you did get any messages archived, you can configure IMF to save the SCL
with archived messages:

IMF: Archiving spam

Is anything making to the Junk Mail folder? Is this happening to all
recipients? Is Junk Mail enabled (use OWA to check)?

Though not related to content filter, you do wnat to add any hosts that
receive inbound email before Exchange to the list of internal SMTP servers.

(ignore the title of the following post - it has Exchange 2003 info as well)
