Ops DB Install error - Code 2147221164 (class not registered)   

When I try to install the MOM database on the SQL, I get the following error. 
There might be something to register which I am missing.  I tried to 
regsvr32 the oledb32.dll but no luck..
Also this error is due to sql and not scom...so am posting in sql section
any help on this?

I posted this like since two weeks in the system ops forum...no reply there.. 
no reply here.. 
guess either no one knows an answer to this.. or MS MVP's are way too busy..
