Logging Inserts and Updates   
Is there a place in the master db to check when inserts or updates were done 
for a specific table?  If not, what would be the easiest way to setup 
logging to track when inserts and updates were done on a specific table or 
set of tables?

Probably to get a third-party auditing tool. Apex SQLAudit generates 
triggers. There are other tools that read the information from the
transaction long. The other option would be to write/generate the 
triggers on your own.
