Hlp! Delegate Tasks Permissions   
Hi,

I am using Project Pro 2003 and Project Server 2003.  I am trying to set up 
a project with the PM in charge of the project, with Team Leads being 
assigned their department's tasks.

The Team Leads, in turn, will delegate many of their assignments to Team 
Members.

The Team Lead users belong to the Team Leads and Team Members groups.

The Team Leads group belong to the My Resources category, and has Assign 
Resources Allowed and Global Permissions: Delegate Task Allowed.  

The categories have allow current and future projects and current and future 
resources options active.

However, a Team Lead tries to delegate a task that was assigned to them by 
the PM, the message "There are no resources available to delegate tasks.  You 
either do not have permissions to see the assignments of any resources or 
ther are currently no resources in the Project Server database other than 
your account"  

There are other users and as PM I can delegate.  

What the heck am I doing wrong?  It's driving me crazy.
