Public Documents site   
Hello, 
i have PS2003 with SP3 in a test environment. I am unable to create 
sharepoint sites for projects. When I attemt to create the site under manage 
sharepoint sites in PWA, it gives an error that says the site doesnt exist. 

where can i go to create this site? I've looked through the Central Admin 
page and all of the PWA sharepoint options but didn't see anything.

Provision a workspace for the individual project that you have while
publishing (either manual or automatic). It should automatically
create a site by using default pwa template. Dont modify anything in
Central Admin, as you provisioning workspaces (sites as you term!) can
be controlled within PWA itself (in Project Center).
