Mail As Notification of New Mail?   
We have two email systems that our employees use -- one is Exchange/Outlook 
and the other is not.  The other one (which shall remain nameless) can send 
an email to Outlook to notify the user that a new email has arrived in that 
system -- the user then toggles to that system and reads the email.  Can 
Exchange/Outlook send an email to a separate account to notify the recipient 
that new mail has arrived?

You could forward the message to the other address, but without writing a 
custom action, I don't think there's a way to send only a notification to 
another account.
