ON2007: Could this be a bug?   
Whenever I change the default language in OneNote to English (Canada), it 
never stays that way but defaults back to US English. When I look at the 
global Microsoft Office settings, the Default Editing Language is set to 
Canada.

Am I doing something wrong? What's the issue?

Have you tried checking to see if you have a Language Pack, and if so, what 
the setting is?  
Go to "All Programs", "Microsoft Office", "Microsoft Office Tools", 
"Microsoft Office 2007 Language Tools".
