I have an Access 2003 MDE application that is deployed to 232 client computers using Access Runtime. The Application is launched from a VB.NET application and is crontrolled through automation. One of the 232 computers is producing the following error when the Access Application is launched. "You do not have exclusive access to the database at this time. If you proceed to make changes, you may not be able to save them later." The other 231 computers work perfectly fine. I have already read http://support.microsoft.com/?kbid=839782 and it does't apply since a workgroup file is not used for this database. Application was uninstalled and reinstalled. MS Office was uninstalled and reinstalled. The user has the latest service pack and hotfixes. There is no code in the Access Application that modifies the application and the database is opened in shared mode. When the user gets the error, he has to click Ok 31 times before the application completely loads and then automation doesn't work. There is no code either in the VB.NET or the Access Application that performs 31 iterations. I have exactly with same problem with a shared MDE. I wonder why it is 31 times also. I have had luck removing Office and manually removing all Office related keys (at least all the ones I could find) in the registry. I also noted that if I open the mde file via file -> open within Access, I do not have the problem. I usually use shortcuts to a network share, which sounds different than your set up. I called Microsoft about this and they ended up refunding my money because they could not fix the problem.
