2007 Language Pack   
Hi! I wanted to know if the MO Language Pack 2007 is compatible with MO Word 
2003 (which is what I have). If it isn't, is there an older version of a 
language pack to install for word 2003?

Sorry, the language packs for 2007 are not compatible with Office 2003. The
comparable product is Microsoft Proofing Tools for Office 2003, which bundled
together support for more than 30 languages
(http://office.microsoft.com/en-us/help/HP052611211033.aspx).

It appears that MS has scrubbed the 2003 Proofing Tools off the face of the
earth, as most online vendors indicate that it's no longer available. If you can
still get it, the most likely place is Translation.net
(http://www.translation.net/microsoft_proof_2003.html) or you may find someone
selling a copy on eBay.

The 2003 Proofing Tools Pack is very different from 2007 Language packs. The 
former provides only proofing tools for several dozen languages, while the 
latter additionally provide the ability to change the Office interface 
(menus, dialogs, help) to another language. For 2002, XP and 2003, such 
capability was available only for volume license customers. 

Which brings up a question: What are the licensing restrictions on 
discontinued software? Is it legal to share it?

IANAL, but I'd say it works out like this:

- No, it is not legal to share discontinued software unless the copyright owner
specifically releases it into the public domain.

- As a practical matter, I doubt anyone cares enough to prosecute.
