For Office 2000 and later, the Proofing Tool kit contains all the languages
supported by that particular version of Office. Note that the kits are
Office-version-specific, and that the one for Office 2000 is no longer being
manufactured; you'd need to get it off Ebay or something similar.
However, Office 2000 was relatively more "forgiving" than later versions, so
you might be able to swing the Spell check (but not necessarily grammar or
anything else) by "fiddling" without needing to do anything in the Registry.
However, a dll without a corresponding *.lex (dictionary) file probably won't
get you very far...
If you look in the PROOF folder you mentioned, do you see any *.lex files?
Probably with EN, at least (for English). You'd need a corresponding file with
CZ in it for Czech.
You may want to check a note in my Tips site. It's a "hack" I picked up, years
ago. At the time it did work, and I think that was Office 2000 (although it may
have been 97) I was playing with. No guarantees it will still work, but worth a
try.

There is an English *lex file. I have given up on trying to have an "up to
date
spell checker" and installed Czech proofing tools I purchased for Office 97.
I can se
that the installation produced several *lex files with cz and other files,
so obviously it is not that simple as to install one or even two files.
At least it works OK
