Maybe first you'd better tell us what you mean by a "block line". That isn't 
a common term in the Word world.

In case you're referring to "block text" that's indented from both margins, 
try assigning the built-in style named Block Text. And if that is what you 
want, you don't need a macro for it. You can assign a keyboard shortcut or a 
toolbar button directly to a style.
