How can I change a picture from jpeg to pdf for commercial printing please?

Get a program that acts as a printer driver and produces pdf files -- there are
dozens of them on the web, and Google will find them for you.

Then use a graphics program -- not Word -- to open the jpg file and print it to
the pdf driver.
