I suspect there's no reason /in principle/ why the converter should not
deliver something that could be /read/ in Word 2003, but that MS has
focussed on delivering mateiral that is supported by the Word 2003 feature
set, which obviously doesn't include content controls.
It may be worth your while contacting Microsoft directly (most of the people
here are just volunteers), but I would take the view that
a. it's probably not going to happen
b. if you only need read-only access, presumably that will be possible if
and when MS releases a Word 2007 Viewer, assuming you can install that
safely for your Word 2003 users
c. in theory, you ought to be able to take Word 2007 XML and define your
own XSLT transform to generate the Word 2003 WordprocessingML that you need.
Maybe someone knows how to write XSLT of that complexity (and perhaps to an
XSLT expert it douesn't look complicated at all) but my impression is that
it would be quite a difficult task.
Sorry to sound negative but you don't have to take my word for it anyway!

Hi Cornelia,
What version of Word 2003 are you using to open the file? It may not matter when using the compatability pack, but there are two
flavors of Word 2003 when it comes to its own ability to read .XML files.
Word 2003 standalone & Word 2003 Professional Edition have the ability to use custom schemas.
Word 2003 Student/Teachers, Standard, Basic and Small Business Edition cannot.
Word 2007 has the capability to save both as .docx and as .xml format. Have you tested using the .xml file type?

Thanks for this tip. We tried this with Word 2003 Professional Edition. I
did a very simple test, but saving the docx file as Word 2003 xml seems to
work! I am not sure if this will help though - surely we will need to use the
Word API to implement Save As?
