VB6 Error handler not working

I have 2 com components the first component is non transactional and the
second com component requires a transaction. If the second com component is
called from the first and an error occurs I do not get back the error I
raised. I get back a vb error message.

COM + Object Limit and Create Object Error

Is there a setting to change how many instances can be created on a COM
+ object ?
We have a VB COM DLL installed in COM+. In the old server it used to
raise CREATE OBJECT Exceptions when the number of active objects
exceed 100+. We moved this to a new Server and now it cannot create
more than 30+ objects. ...
