To change system language from english to french i used
SetLocaleInfo(LOCALE_SYSTEM_DEFAULT , LOCALE_SLANGUAGE, L"fr-FR");
DWORD dwError = GetLastError();
PostMessage(HWND_BROADCAST, WM_SETTINGCHANGE, NULL, NULL);
But it is giving error ERROR_INVALID_FLAGS

I'm writing a build tool, which needs to find cl.exe and the
include/library paths. For native builds, this can be done with the
environment variables (although I think this is pretty ugly), but for
the 64 bit compilers, this doesn't work either.
