SOAP toolkit 3.0 failed to call mssoap.init for certain users

I have a webservice running on a different server and I'm trying to
call this webservice from another machine, say A using VBscript.
The problem is that the code failed when it's trying to call
mssoap.init(WSDL URL) for certain users.
It works for one account X but it doesn't work for account Y. Account

.Net Webservice using classic ASP

I have a webservice written using .NET. When i try to consume that
service in my classic ASP using SoapToolKit3.0, i get the following
WSDL error
Error Type:
WSDLReader (0x80020009)
WSDLReader:XML Parser failed at linenumber 0, lineposition
Any help would be appreciated.

I'm trying to use a SOAP feed which uses headers, currently we arn't
developing in .NET. All the examples I can find on the web currently
use .NET and it doesn't seem to be relevant for asp, or I can't get
