Display adapter not working

My display adapter has a code 31 error. On MS KB it says my adapter depends
on another driver that is not working. I do not see any other adapters with
errors in Device Manager. On Device Manager it says drivers can not be
loaded. This error appeared after uninstalling Acrobat reader. I have tried

IPHLPAPI.DLL error msg

When opening microsoft ME on my lap top I usually get the following:
"the IPHLPAPI.DLL fine cannot start. Check the file to determine the problem."
I usually just click on the msg box and it all goes away. What should I
really do?
