Vista locks up upon Boot up

My system is a new HP amd dual core with 2 gigs of Ram. Upon getting to
login screen you can move the mouse, but as soon as you type it locks up and
can only be shut down by the power button. I am unable to enter the bios or
system restore upon boot. I changed keyboards to no avail. Any suggestions? ...

win2003 sbs an when click "OK" to terminate the install and no other option,
