Can not open certain links with Windows Me

My friend has Windows Me as his OS. He has been encountering two problems.
Example one is when he visits his favorite sports page he can't access many
of the links where as with a different computer he is able to.
The second problem is when he swings his curser over a link quite often it
will remain greyed ...

fopen ("file on shared drive","w+") doesn't work on 2nd call

Hello,
I have a shared drive on SGI, Linux, and Windows. The fact that I'm
using a shared drive may be mute information.
The problem is within the same program a second call to fopen does not
create a file if the file has been deleted.
I would like to use fopen for its pointer return value to solve ...
