Animated bouncing alert

Why is it that, suddenly, my MSN (continuously) bouncing alert won't come to the front? It stays behind my active application. What's the point of an alert if it doesn't really alert you (except for one quick sound that you can easily miss)?

Every time I sign in using name and password I get an MSN Messenger error
dialogue box that says:'Sign in to MSN Messenger failed because the service
is not available to you or you may not be connected to the internet.'
