Why Guick Tabs in the Internet Explorer 7 don't work after upgrade

I have windows XP sp2 and I downloaded and upgraded the old IE6sp2 with
IE7.0.5730.13.
After installation Tabs do not work and are nowhere. Ctrl-t is gray and
Ctrl-q is not responding (not active).
When I do a right click on a hyperlink, the New Tab option is not there.

Question
When I close my home page to disconnect from the internet I used to get a
window asking me to tick either 'disconnect' or 'stay connected'. This does
not appear now. How can I get it back?
