Unable to open programs or use windows after install of SP3

Twice I have downloaded SP 3 on my lenovo laptop. Each time, the download
appears to go smoothly, but when the desktop appears, none of my shortcuts
work nor am I able to use the Start Menu. I have had to go into safe mode
and restore my machine to get it to work again.
I'm concerned that I may be missing ...
