Context Help ID numbers

I have created a vs2008 mfc project using the wizard and with context help
ticked... all is well so far.
I have created a .chm file and mapped the dialog define numbers to the Help
Context Number of the help by converting from Hex to Decimal. the F1 button
works on the dialogs. I now select the ? icon on the ...

CHM displays inconsistent CSS

I've just built a .chm file using the help compiler v1.4. My source HTMLs
use a style sheet contained in a subfolder. The display of the help pages
doesn't use my CSS when clicked from the TOC (but they do use the CSS if
selected via a search result).
I've tried clearing my temporary files as per the wiki ...

I couldn't find help doc for Build Action properties.
In the drop down list, there are: None, Compile, Content and Embedded
Resource, what are those mean and when to use which one? And how is this
property related to property "Copy to output directory"?
