Custom Action DLLs

I've been hitting my head against the wall for a while on this problem and
can't seem to get anywhere.
I have custom actions to perform on install and uninstall. The custom
actions are within a DLL, and that DLL is installed as part of the MSI. When

I have installed HTMLHelp Workshop on three computers all XP Pro. On two
computers when I run HH Image Editor and then simply choose Help|Help Topics
I get the help window in the right edge of the Image Editor. But the five

My chm files will be downloaded from the server to the client as an archive.
After this I need to view them, but can i do so without extracting
