Can't install VS2008 Pro

It is an older vb.net application/ web, and i have debug set to true i nthe
web.config file.
I also followed the instructions in this kb article

But as of yet, when I debig, it just acts as if the breakpoints are not set.

SLN and VCPROJ compatibility with previous IDE - feature request

Please can you make SLN and VCPROJ files non-version specific? Adding
version information to these files makes moving a project team forward
to a new version more diificult than it needs to be. I'm not saying
that the auto-conversion is difficult. Its being able to use, say, VS
2008 AND VS 2005 at the same time ...
