Can't i just connect to a vss database using standard tcp/ip approach?

It seems i have to share the entire folder of vss database on the server
and connect to it through windows file sharing. but very often, file
sharing is not available in a network, especially in a fairly large one
without windows domain.
can't i just connect to a vss database through normal tcp/ip? like

Build & Run F5 does not build

I'm using VSS 2005 B2 (8.0.50215.44) with VS2003 and noticed that when
working on a project under source control, VS don't do a build on my newly
edited source code when pressing F5!! (When working on a project NOT under
source control it does)
