Background: When changing the URL Behavior property of a Web Reference
from static to dynamic the <add key> entry is added to the app.config

VSS 6.0a.
We have a "bug-fix" project in our VSS database. It's a pinned copy from one
of releases we made. At the moment, most of the files in there are pinned.
Some received bug-fixes (we do branch, fix the code, then merge branches).
