Problems with Visual Source Safe 2005 and Http

I've been trying to install this on a Windows 2003 Server
with .NET 1.1 and .NET 2.0 along with the latest
Web Service Extensions.
VSS installed just fine but I can't seem to get http enabled

Prevent Auto merge

Is there a way to prevent VSS 2005 from doing an auto merge?

In VSS 6.0 you could do a show history and checkout an older version. You
might do this because you worked on a file but forgot to check it out. Then,
when you check in the file it merges the server and local file --using the
checked out version as the basis. In VSS.net you can no longer check out old
file ...
