VS.NET2003 SP1 Build Problem on Deployment projects

After installing SP1 on vs.net 2003 I can no longer build deployment
projects. When it gets there I get the windows installer popping up
doing something. It eventually fails with an error 1309 cant find a
bunch of files like vshelp.tlb, setup.sdb, setup.ini . The only thing
i can do is ignore, it will comp ...

XP PRO w/sp2

My laptop is an E machine M7810 w/ AMD64 Athlon 3200mhz, after upgrading from
XPh to XP pro, I started having issues. not shutting down all the way; blue
screen(windows is shutting down), not blank. ACPIEC errors every 8-10 seconds
durring normal operations. and dvd's stoping durring normal play ...
