User Controls disappeared from Toolbox

I've started working with master pages.. and i have a menu system there that
i reference say ... "PageA.aspx" in the main menu..
But if i were in site/admin/admin.aspx and clicked on the same PageA.aspx

The basic idea is to make entrys into sql table as to the file name pattern
and incoming directory.
