Web Test Recorder not Launching

Running VS2008 Team Suite.
Web Test Recorder was working fine until today. Now, when I add a new Web
Test to a test project, the .webtest file is opened and simply contains
"<TestCase LaunchRecorder="true" />". The recorder does not launch.

A test can be opened only within a test project

Having issues with a "Web Test" project.
The project was created by Test => New Test => Web Test. Everything is fine
until I exit the IDE and then re-open the solution. When I try to open the
.WebTest file, the following error is issued:
