Can't find DLL after Copy Project

We are using Microsoft Development Environment 2003 . When we do a Copy
Project to our webserver (Windows 2003 Server Standard), everything appears
to have copied fine. However, users to the website are getting "dll not
found" errors. We have found that by simply restarting IIS, everything works

Rebuilt IIS server not presenting website pages correctly...Help Please
