ftp stopped

Can anyone tell me why ftp has stopped working for me? I have used it for
months to change or add to my website. Now it tells me it cannot access the
page. I'm using Windows XY home edition and have tried knocking off my
Windows firewall but to no avail.

Our IT team is claiming that SFTP is part of Windows 2003 Server. My
recollection is that this was NOT part of the original release. Was it
possibly added in a Service Pack or R2?

Yes, I'm running my ftp server on port 1724 static IP 192.168.132.2 in IE I
type ftp://192.168.132.2:1724 everything works.
Now the problem, I have a firewall and have open port 1724 to my server,
Wan iP 172.10.6.14.
I can telnet 172.10.6.14 1724 and it connects to the ftp service.
