reported outgoing public ip changes after a reboot

Hi,
I have a bunch of static public IPs on my webserver network adapter. When
checking my outgoing IP from another location (whatismyipaddress .com for
example) the IP reported changes sometimes .... normally after a server
reboot for example.
How / why does this happen , can i stop it happening ?

The file pkgmgr.exe exists in the Windows\system32 directory on Vista.

IIS 6.0 Permission Issue

I have migrated a classic ASP page from IIS 5 to IIS 6. TIt was giving
