RDS (MSADC) on Windows 2008, 32 bit

Hi,
Have some older ASP applications which depends on RDS.
I have tried to add RDS support, but it fails.
In the event log:
The HTTP Filter DLL C:\Program Files\Common Files\System\msadc\msadcs.dll
failed to load. The data is the error.
In the IIS manager I have done this:
ISAPI and CGI Restrictions ...

Using fileMonitor I've noticed that nearly every minute w3wp.exe keeps
issuing an OPEN request for c:\winnt and c:winnt\system32, but doesn't find
them because my Win2003 system root folder is c:windows
Is there any way to fix this?

I have an email program we use at our office. It has the option for a web

IIS limit IP access using external text file?

I wish to limit a fair number of IP ranges to block unwelcomed traffic
from Russia & China.
In Apache I can do this easily by adding statements to the .htaccess
file. In fact, I can get the server to update this file itself using PHP.
