Default changed from localhost

I've just starting looking at an existing web server, Win2003 and (I
imagine) IIS6. I'm trying to get a handle on deploying a new web app.
It seems that the default web site has been changed from 'localhost'

I have a script which ran quite happily against IIS 6 and sets a list of
allowed IP addresses. This can be re-run without issue. It goes along the
lines of:
